04 · Understand the Assessment

Market Value, Assessed Value and Taxable Value Are Not the Same

Just / Market Value

The Property Appraiser’s estimate of value for ad valorem assessment purposes before assessment limitations and exemptions.

Assessed Value

The value after applicable assessment limitations such as Save Our Homes or the non-homestead assessment limitation.

Taxable Value

The assessed value after exemptions applicable to a particular taxing authority have been deducted.

Buyer warning: the current owner’s taxable value may include homestead exemption and years of Save Our Homes benefit. The buyer’s future assessment can be substantially different after the property changes ownership.

Ownership or control changes without a deed

BayPA’s forms page includes Florida Form DR-430 for a change of ownership or control involving non-homestead property. Certain ownership or control changes can affect the 10% non-homestead assessment limitation even when no conventional deed transfer is recorded.

Bay County Homestead Exemption, 2026 Amounts & Filing Rules

BayPA states that applicants generally must own the property and make it their permanent residence as of January 1. Applications for homestead and most related exemptions are ordinarily due by March 1.

Florida’s 2026 inflation-adjusted additional homestead exemption is up to $26,411 on qualifying assessed value. The additional portion applies to qualifying non-school levies.

2026 filing status: BayPA published a case-by-case late-homestead filing opportunity through the first week of September 2026. That published late-filing window has now passed. Contact BayPA directly if you believe special late-filing relief may still apply to your situation.

Save Our Homes portability

Florida homeowners who qualify may transfer up to $500,000 of accumulated Save Our Homes assessment difference when moving to another Florida homestead within the applicable statutory period.

BayPA requires portability information when you file for homestead on the new property, including information about the previous homestead.

2026 Bay County Senior Exemption & Long-Term Senior Benefit

BayPA lists an additional $50,000 homestead exemption for qualifying residents age 65 or older whose household income does not exceed the annual Florida Department of Revenue limitation.

Bay-specific senior benefit: BayPA also describes a senior longevity exemption for qualifying residents age 65 or older who meet the income requirement and have lived in the same homestead for at least 25 years. Bay County, Panama City and Lynn Haven currently participate, subject to the statutory value and eligibility rules.

BayPA states that the senior longevity benefit can provide a full exemption from certain local property taxes when the qualifying home’s just value does not exceed the statutory limit. It does not apply to school taxes.

Bay County Tangible Personal Property Rules Include Furnished Rental Condos

BayPA defines tangible personal property as business-use property other than real estate, including furniture, equipment, computers, machinery, fixtures, leasehold improvements, supplies and leased equipment.

Important Panama City Beach rental detail: BayPA states that an owner who rents one or more furnished homes or condominium units in Bay County must file a tangible personal property return for reportable business-use assets.

09 · Agricultural Classification

Bay County Agricultural Classification Requires Bona Fide Commercial Use

BayPA evaluates agricultural-classification applications based on the complete facts of the operation rather than acreage alone. The county’s guidelines reference pasture, livestock, hay, row crops, timber and other agricultural operations.

Common Misunderstandings

Bay County Value Adjustment Board: 2026 Deadline, Fee & Petition Process

2026 deadline: the Bay County Clerk lists September 8, 2026 as the deadline to file a 2026 Value Adjustment Board petition. That published deadline has now passed. Do not assume a late petition will be accepted; contact the VAB immediately if you believe a late-filing basis applies.
