Allegheny (PA) Property Appraiser: County Search, Map & Tax Records

Allegheny County Property Appraiser Search: Assessments, Parcel Map & 2026 Taxes

Allegheny County, Pennsylvania · Updated September 2026
Correct office: Office of Property Assessments • Chief Assessment Officer: Lou Fabian • Property help: 412-350-4636, Option 2

If you searched for the Allegheny County property appraiser, Pennsylvania uses different terminology. The county office responsible for assessed property values is the Allegheny County Office of Property Assessments.

The county’s Real Estate Portal lets you search by street address or parcel number, review assessments, building information, owner history and tax information. Allegheny County GIS provides map-based parcel research, while the Treasurer handles county real estate tax payments.

Allegheny County is also unusual because assessments still use a 2012 base-year methodology. Understanding that system—and the common level ratio used in appeals—is essential before comparing the assessment shown online with today’s sale prices.

Independent information notice: Property-Appraisers.org is not Allegheny County government and is not the Office of Property Assessments, Treasurer, Division of Real Estate or Board of Property Assessment Appeals and Review. Use the linked official resources for filings, tax payments and property-specific decisions.

03 · Understanding the Record

What You Can Learn From an Allegheny County Parcel Record

Assessment Information

  • Assessed value
  • Taxable market value
  • Homestead status
  • Current county millage
  • Appeal status

Property Information

  • Parcel ID
  • Property location
  • Municipality
  • Land and building information
  • Available owner and sale data

Use Another Source For

  • Complete deed history
  • Legal title opinion
  • Certified boundary survey
  • Current municipal tax balance
  • School-district tax balance
Owner-history limitation: the county’s assessment system warns that not every previous owner or sale is necessarily displayed. For complete ownership history, use recorded deeds through the Division of Real Estate.

Searching by owner name is different

The free public portal is designed around address and parcel-number searches. Allegheny County’s paid subscription real-estate service adds owner-name searching, legal descriptions and additional tax information.

Subscription Charge Published Cost
One-time registration $100
Base service $50 per month
Peak usage $6 per hour
Non-peak usage $1 per hour

04 · GIS Parcel Map

Allegheny County GIS: Parcel Information, Layers, Measurements & Printable Maps

The county GIS viewer is useful when the address search alone does not explain where a parcel sits. It can display parcel information, switch map layers, measure distances or areas and create a printable map.

Good Uses for the GIS Viewer

  • Locate a parcel visually
  • Compare adjacent parcels
  • Search an unfamiliar address
  • Measure approximate distance or area
  • Turn county map layers on and off
  • Create a printable reference map

Do Not Treat GIS as Final Proof Of

  • Surveyed boundary lines
  • Legal ownership
  • Easements
  • Buildable area
  • Zoning approval
  • Title status
Open Allegheny County GIS Resources
After opening the GIS page
  1. Select the county GIS Viewer from the web-applications section.
  2. Search the property address.
  3. Confirm the parcel against the Real Estate Portal parcel ID.
  4. Turn on only the layers needed for your research.
  5. Use survey, deed or planning records for legal conclusions.

05 · Base-Year Assessment System

Why an Allegheny County Assessment May Look Far Below Today’s Sale Price

Allegheny County uses a 2012 base year, with January 1, 2012 as the base-year valuation date. The last countywide reassessment took effect for tax year 2013.

That means the assessment shown in the public portal is not intended to represent today’s open-market sale price. Under the county’s base-year system, assessments generally remain tied to 2012 values unless a recognized event changes the assessment.

Events that can change a property’s assessment

  • Omitted property information
  • Mathematical or clerical errors
  • Physical changes such as construction or demolition
  • Subdivision activity
  • Building permits and improvements
  • Interim assessments requested for new construction or major improvements
  • Catastrophic-loss adjustments when statutory requirements are met
Do not compare the assessment directly with a 2026 sale price and assume it is wrong. The more useful question is how the property’s base-year assessment compares with legally relevant value evidence and comparable assessments under the county’s appeal rules.

06 · 2027 Assessment Appeals

Allegheny County Appeal Deadline, 49.3% Common Level Ratio & Telephone Hearings

The annual appeal window for tax year 2027 ran from July 1 through September 1, 2026. As of this update, the regular filing period has closed.

The Board of Property Assessment Appeals and Review states that the 2027 common level ratio is 49.3%. The Board applies this factor to current market value in appeals beginning in September 2026.

Illustrative CLR math: if an appeal establishes a current market value of $300,000, multiplying that amount by 49.3% produces $147,900. This is only a simplified illustration of the published ratio, not a prediction of a parcel’s final assessment.
2027 Filing Window July 1–September 1, 2026
Annual Appeal Fee $0
2027 CLR 49.3%
Hearing Method Telephone

What happens after an annual appeal is filed

1

BPAAR schedules the hearing

Residential hearing notices are mailed at least 14 days in advance; commercial notices receive at least 21 days.

2

Submit evidence before the hearing

The county’s current hearing guidance requires evidence to be submitted two days before the scheduled hearing.

3

Participate by telephone

Current BPAAR appeal hearings are conducted telephonically using the contact information supplied for the appeal.

4

Wait for the written decision

The Board does not issue the decision at the hearing. The disposition is mailed and can also be tracked through the Real Estate Portal.

Missed September 1? Late annual appeals are accepted only under limited circumstances and require a Late-Filed Appeal request. Do not assume that simply missing the deadline gives you another regular filing period.
Review Official Allegheny County Appeal Rules
After opening the appeals page
  1. Confirm whether you need an Annual Appeal, Special Appeal or Late-Filed request.
  2. Open the relevant instructions and form.
  3. For a filed appeal, monitor the hearing notice and parcel Appeal Status.
  4. Submit evidence within the required pre-hearing period.
  5. Keep the mailed disposition because the next appeal deadline is measured from its mailing date.

If you disagree with the BPAAR decision

A dissatisfied party can appeal to the Court of Common Pleas, Board of Viewers, within 30 days of the disposition letter’s mailing date. The county currently lists a $135.25 non-refundable filing fee for that second-level appeal.

07 · 2026 County Property Taxes

Allegheny County 2026 Tax Rate, Payment Deadlines & Online Fees

Allegheny County’s 2026 county real estate tax rate is 6.43 mills, or $6.43 for each $1,000 of county taxable assessed value.

This is only the county portion. Municipal and school-district millage rates are separate and vary substantially by where the property is located. Do not estimate the full property-tax burden using 6.43 mills alone.
2026 County Tax Date What It Means
March 31, 2026 Last day of the regular 2% discount period.
April 30, 2026 End of the gross/face payment period.
May 1, 2026 Delinquent period begins; 5% one-time penalty plus 1% monthly interest applies.

Because those regular deadlines have passed, an unpaid 2026 county bill is now in the delinquent period. The Treasurer handles current-year taxes; prior-year delinquent or liened taxes are directed to Jordan Tax Service at 412-835-5243.

If the parcel will be taxed by Allegheny County for the first time in 2027, the county says it may not appear until values are certified in January 2027. For assistance with a new parcel, the county lists LandHelp@AlleghenyCounty.US.
