04 · 2026 Appraisal

Understanding HCAD Market Value, Appraised Value & the Homestead Cap

HCAD is responsible for appraising property at its market value as of January 1. The value used for taxation can be different when a statutory appraisal limitation applies.

Market Value

HCAD’s estimate of what the property would sell for on the open market as of January 1, subject to Texas appraisal law.

Appraised Value

The value after an applicable statutory appraisal limitation is considered. For a qualifying homestead, this can be lower than market value.

Taxable Value

The amount a particular taxing unit taxes after applicable exemptions are deducted from the appraised value.

Texas homestead appraisal cap

For a qualifying residence homestead that received the exemption in both the current and prior year, the appraised value is generally limited to the lesser of market value or the prior year’s appraised value plus 10%, plus the value of new improvements.

A 10% appraisal cap is not a 10% tax-bill cap. The final bill also depends on exemptions and the tax rates adopted by every taxing unit attached to the property.
Texas privacy detail: HCAD states that state law prevents it from displaying residential photographs, sketches, floor plans or information indicating an owner’s age on the public website. Those records may be available for inspection or copy through HCAD when legally accessible.

2026 Harris County Homestead Exemption: School & County Savings

HCAD administers residence-homestead exemptions for Harris County properties. A homestead exemption reduces taxable value; the amount can differ significantly by taxing unit.

School District Taxes

Qualifying Texas homeowners currently receive at least a $140,000 residence-homestead exemption for school-district taxes.

Harris County Taxes

Harris County currently provides a 20% optional homestead exemption for qualifying homeowners.

$300,000 ÷ 100 × 0.380960 = $1,142.88
This represents only that single taxing unit. The complete bill combines taxes from all applicable jurisdictions.

Why Two Harris County Homes With the Same Value Can Have Different Taxes

Harris County is served by hundreds of taxing units. HCAD says it appraises property for more than 600 jurisdictions, so the total rate attached to one property can differ materially from another property only a few miles away.

School District

A Houston ISD property can have a different school rate and optional exemptions than property in Katy ISD, Cypress-Fairbanks ISD, Humble ISD, Spring ISD or another district.

City

Property inside Houston, Pasadena, Baytown or another city can have a municipal tax component that an unincorporated Harris County parcel does not.

MUD / ESD / Special District

Municipal utility districts, emergency-services districts and other special units can materially change the combined tax rate.

Best comparison method: when comparing two properties, compare the taxing-jurisdiction list and taxable value for each account—not just HCAD market value.
