02 · Critical 2026 Update

Buncombe County’s 2026 Reappraisal Is Under Moratorium Until 2027

Buncombe County completed a countywide reappraisal for 2026 and mailed new assessed-value notices earlier in the year. State legislation later changed how those values are used.

For the 2026 property-tax bill: Buncombe County is generally using property values based on the county’s prior 2021 reappraisal schedule rather than the new 2026 reappraisal values. The new reappraisal is scheduled to take effect for the 2027 tax year.

If You Already Appealed the New 2026 Value

Your appeal was not canceled. Buncombe County states that staff will continue reviewing those appeals and the result will apply when the reappraisal value takes effect in 2027.

If You Are Appealing the Value on the Current Bill

A separate 2026 appeal period is open through December 31, 2026, or 30 days after the notice date when applicable.

05 · Property Tax Relief

2026 Buncombe County Senior, Disability, Veteran & Circuit Breaker Programs

North Carolina uses property-tax relief programs rather than Florida-style homestead exemptions. Applications are filed with the county tax assessor, not the North Carolina Department of Revenue.

Elderly or Disabled Exclusion

For 2026, a qualifying owner age 65 or older or totally and permanently disabled can exclude the greater of the first $25,000 or 50% of the appraised value of the permanent residence.

The 2026 income eligibility limit is $38,800.

Disabled Veteran Exclusion

The program can exclude up to the first $45,000 of appraised value for a qualifying disabled veteran or certain qualifying surviving spouses.

The state form lists no age or income limit for this program.

Circuit Breaker Deferment

For qualifying owners with 2026 income of $38,800 or less, taxes can be limited to 4% of income. For income above $38,800 and not above $58,200, the limit is 5%.

This is a deferment, not a permanent cancellation of all excess tax.

Circuit Breaker caution

Applicants generally must have owned and occupied the permanent residence for the required period and must apply again for the Circuit Breaker each year. Deferred taxes remain a lien, and qualifying deferred amounts can become due after a disqualifying event such as transfer, death or ceasing to use the property as the permanent residence.
